Aux armes citoyens! Brussels considers "ENGLISH-O​NLY" exams in order to boost British Officials.

22.02.2011 - Personalmente, ritengo che, se la presenza dei Britannici, in seno alle istituzioni europee, si estingue, non fa un soldo di danno, anzi direi proprio il contrario, vista la loro poca attitudine a riconoscersi cittadini europei e ad adeguarsi al contesto dell’Europa in marcia. Pregiudizievole al progetto di integrazione in corso è la loro incapacità di accettare e rispettare l’esistenza delle altre lingue e delle altre culture dei Paesi d’Europa e, in modo del tutto particolare, i valori e le priorità della civiltà greco-latina e giudeo-cristiana.

Per i sudditi di Sua Maestà, l’Europa non è un contesto di coesione e di collaborazione ma solo un territorio da colonizzare.

2. L'article débute ainsi

3. Au cas où l'on ne serait pas sûr d'avoir bien compris, quelques citations éparses supplémentaires:

Tout ceci n'est pas écrit n'importe où, ni n'importe comment et en termes approximatifs: c'est dans le Financial Times...et en première page.

4. Quelques questions de principe...mais naïves (!):
Toute action de "discrimination positive" (!) --car c'est ainsi que la chose nous est présentée -- relève de la volonté de corriger une injustice dont serait victime un groupe ou une population opprimée: Sommes nous en présence d'un tel cas? L'organigramme du Service Extérieur et de plusieurs autres D.G. de la Commission, ainsi que d'autres Institutions de l'UE (le Conseil en particulier), témoigne-t-il d'une situation de discrimination à corriger? NON évidemment.
Sommes nous revenus au bon vieux temps de Kipling où l'Administrateur colonial venu de Londres n'avait nul besoin de connaître la langue (ou plutôt l'idiome, pour faire couleur locale.?.!.) des... natives?Le "fardeau de l'Homme Blanc" se situerait-il désormais à Brussels and suburbs...?On s'interroge.
Faut-il ajouter d'autres privilèges et autres gracieusetés au rabais budgétaire ("the famous british rebate"...), aux opting-outs, ainsi qu'aux autres "blocages subis" de l'intégration européenne venus de la verte contrée de sa Très Gracieuse?Questions subsidiaires: l'UE est-elle officiellement une filiale de l'OTAN.? en voie de devenir le 51è Etat d'un "espace économique transatlantique" ? en transition vers un statut de dominion. (ah! ce cher Kipling.!.)?
Mais surtout, mais enfin, les OSP peuvent-ils accepter une initiative aussi discriminatoire qui, si elle se réalisait, serait inique, profondément injuste, à l'égard des fonctionnaires européens venus des autres Etats Membres et recrutés selon les exigences normales? Quelle serait la réaction "dans" (sinon "de") certains Etats membres face à un tel projet? Le fait même qu'un tel projet puisse exister, ou seulement envisagé et en discussion, est d'ailleurs scandaleux, pour ne pas dire révoltant.

5. En attendant que les OSP réagissent vite et fort, que chacun d'entre nous fasse circuler cet article dans son Etat membre d'origine, alerter la presse (locale, surtout) et tout autre relais d'opinion, etc...

Brussels seeks to woo monoglot Brits

Monoglot Britons may be allowed to take a special “English-only” entrance exam to work in Brussels, in an effort to boost the dwindling number of British officials at EU institutions.
Jose Manuel Barroso, European Commission president, last week bemoaned the “shockingly low” number of Britons applying to work in Brussels, amid fears that they are being deterred by their lack of a foreign language.
Mr Barroso has discussed the problem with David Cameron, UK prime minister, and is considering a foreign office request for a “one-off” special entrance exam in which candidates can answer questions in English only.
The move is backed by William Hague, UK foreign secretary, but it will be unpopular in Paris where it would be seen as a further attempt to undermine French as an EU working language.
But Mr Barroso, an anglophile despite his preference to work in French , is willing to consider a one-off English “concours” - or recruitment exam - in order to attract bright British officials.
“It’s one of the options,” said one aide to Mr Barroso.
“There is clearly a specific problem with the UK and it seems that language is the real issue.
“But the situation is not easy and it’s less than sure this kind of solution would be acceptable. It could reinforce the idea that people don’t need to go and learn a language.
”Mr Hague has taken a series of steps to try to increase the number of Britons working in the EU institutions, in a bid to bolster the UK’s influence over policies and laws being drawn up there.
The foreign office is currently staging “EU careers month” and has reintroduced “the European fast stream” to train British officials to pass the tough concours.
Normally, candidates have to take the exam in a foreign tongue and also demonstrate working knowledge of a third European language.
This requirement has proved too much for many Britons, who comprised less than 1.5 per cent of graduate applicants for EU jobs last year.
While Britain accounts for more than 12 per cent of the union’s population, only 5 per cent of Eurocrats hold British passports.
